The toll road is being highjacked to subsidize a ridiculous boondoogle in Dulles rail that will primarily enrich a few big landowners near the proposed stations. The capital costs currently estimated will rise and the rise will further increase tolls under the established funding structure. The rail will never pay for itself and, like the rest of Metro, will need permanent subsidies which will be paid with still higher tolls. Estimates now put the toll road fee at $10 each way when the Phase II rail finally opens
