New Park and Ride Lot to Open Monday

A new park and ride lot serving western Loudoun transit riders will open on Monday, August 1.

The Harmony Park and Ride Lot at Scott Jenkins Memorial Park is located at 39464 East Colonial Highway just east of the Town of Hamilton. The lot contains 250 parking spaces and features solar lighting. Two bus shelters and a canopied waiting area provide passengers weather protection while waiting to board the commuter bus.  The lot also contains five charging stations for electric vehicles.   
 
Commuter bus service to the lot will be provided by Loudoun County Transit (LC Transit).  Buses will depart between 6 a.m. and 7:25 a.m. and travel to Rosslyn, the Pentagon, Crystal City and Washington, D.C.  Tysons Express bus service will be expanded to include passenger pickup at the Harmony Park and Ride Lot on August 1. Four buses heading to Tysons Corner will depart between 5:30 a.m. and 7:15 a.m.     
 
The Harmony Park and Ride lot will replace the lot at Patrick Henry College in Purcellville, which will close at the end of the day today, Friday, July 29. New commuter bus schedules can be viewed at www.loudoun.gov/bus, or you can call 703-771-5665 for more information.

Eight Loudoun Road Projects Await Funding

While supervisors last year scoffed at the $1,000 in Virginia state funds made available for Loudoun County's Secondary Road Six-Year Plan, this year they don't even have that much to work with, Leesburg Today reported earlier this week.

A continued decline in fuel use, vehicle sales and therefore tax revenue, along with the lack of a sustained transportation funding source from the General Assembly, has led to no money for Loudoun County — even though the county has eight projects in the secondary-road plan awaiting funding.

Metro Makes Exception to Allow Bottled Water During Heat Emergency

In light of the extreme weather conditions, Metro is making an exception to its "no drinking" policy to allow customers to carry and consume bottles of water on the system. The exception applies to bottled water only — on buses, in stations and aboard trains — and will remain in effect through system closing on Sunday night.

Customers are encouraged to use trash receptacles to dispose of any water bottles consumed on Metro.

Sobriety Checkpoint Tonight

The Loudoun County Sheriffs Office will conduct a sobriety checkpoint tonight, Friday, July 22, in Western Loudoun County.   

The sobriety checkpoint will be held from 10 p.m. Friday until 3 a.m. Saturday morning. The Sheriffs Office designed the checkpoints to raise public awareness and to discourage impaired driving.  

"Our ultimate goal is to ensure the roads are safe for all motorists by achieving voluntary compliance with the drinking and driving laws," said Loudoun County Sheriff Steve Simpson. "If you drink and drive, we're going to catch you," added Simpson.   

Members of the Sheriffs Office Auxiliary Unit and volunteers from the Loudoun Chapter of MADD will assist with the checkpoint.

Stop Texting/Talking on Your Cellphone While Driving

The National Safety Council estimates 23 percent of all motor vehicle crashes, 1.3 million per year, involve a driver talking or texting on a cell phone. It urges all drivers to:
  • Turn off or silence their phones before driving.
  • Record a voicemail greeting telling callers it is not safe to make or receive calls while driving and that they will return the calls when able to do so safely.
  • Leave the road and park in a safe area if a call is urgent.
  • Encourage family members and friends to stop using their phones while driving.

Wolf Joins Loudoun County Officials in Support of Distance Tolling

According to the Washington Post, "After the first meeting of the Dulles Greenway User Interface Task Force — an advisory committee focused on finding ways to make the Dulles Greenway more commuter-friendly — Rep. Frank R. Wolf (R-Va.) joined Loudoun County officials Friday in an appeal to the Virginia Department of Transportation to allow the group to address the issue of distance pricing on one of the most expensive toll roads in the country."

In a letter to Virginia Transportation Secretary Sean T. Connaughton, Wolf said he was disappointed to learn that despite his repeated requests to study the toll structure on the Dulles Greenway, “the committee was told that discussion of these issues was categorically forbidden by VDOT.”

Wolf’s letter followed a similar appeal by the Loudoun Board of Supervisors, which voted at its July 6 meeting to send a letter to Garrett Moore, Northern Virginia district administrator for the VDOT, advocating a distance-based toll structure to help lessen traffic on congested local roads, including Route 7 and Waxpool Road. The traffic backup in the Waxpool corridor has resulted in unnecessary safety hazards, the board stated.

Phase I Recommendations Report on Improving WMATA Governance

The Governance Work Group (GWG), created by Virginia Governor Bob McDonnell, Maryland Governor Martin O’Malley and District of Columbia Mayor Vincent Gray to address Washington Metropolitan Area Transit Authority (WMATA) governance, today released its draft Phase I Recommendations for improving the governance practices and structure of the WMATA Board of Directors.

This draft report represents the GWG’s initial phase of recommendations to help guide the WMATA Board and other regional efforts to improve the board member appointment process, better define member and Chair roles and responsibilities, improve transparency and accountability and focus board activity on high-level policy. Several of the recommendations identified in this draft report being released by the transportation executives of the three jurisdictions have already been presented to the WMATA Board and have helped shape earlier revisions to the Board’s first-ever Bylaws, which will be voted on later this month.

Virginia Secretary of Transportation Sean Connaughton stressed that “the GWG will continue to move toward a second phase of recommendations, including the drafting of potential legislation and Compact amendments, the role of alternates and the overall size of the WMATA Board.”

The GWG will accept public comments on the draft Phase I Recommendations report for the next 30 days. Submissions will be accepted electronically and can be emailed to: Governance.Work.Group@gmail.com. The deadline for the submission of comments is August 25, 2011.

Civil War Re-enactment May Impact Area Transportation This Weekend

It's not Loudoun County, but this event has the potential to spill over traffic and congestion to neighboring jurisdictions, so pay attention.

This week marks the 150th anniversary of the Battle of First Manassas (Bull Run), and the City of Manassas and Prince William County are gearing up for the festivities. For Manassas station VRE riders, all VRE lots will be open for VRE riders. However, road closures could mean some congestion on Wednesday afternoon, Thursday and Friday. Here's the road closures that could impact VRE riders:
  • Prince William St. CLOSED from Grant Ave. to the parking garage
  • West St. CLOSED between Center St. and Prince William St.
  • Battle St. CLOSED between Center St. and Prince William St.

VRE reports that the Kiss and Ride area will also be moved to the intersection of Prince William and Main Streets.

Now Open: Gum Spring Road at Evergreen Mills Road

Just a few minutes ago, the Loudoun County Sheriffs Office reported that Gum Spring Road (Route 659) at Evergreen Mills Road (Route 621) is NOW OPEN following an accident earlier this afternoon.

According to the Loudoun County Sheriffs Office, Gum Spring Road (Route 659) is closed at Evergreen Mills Road due to an overturned trailer.

Deputies are re-directing traffic (except local traffic) at the intersections of Route 659 at Route 621, Route 621 at Arcola Road and Route 659 and Route 50. 

Loudoun County Supervisors Move to Accept Compromise Proposal on Dulles Rail, with Conditions

The Loudoun County Board of Supervisors voted today to accept the mediated proposal of U.S. Transportation Secretary Ray LaHood, with certain modifications, to resolve issues surrounding the Metrorail expansion to Dulles Airport. The Board voted to accept the compromise proposal with the following conditions: 

  • Loudoun County will make a reasonable and best effort to assemble a financial option for the three parking garages in Loudoun County, thereby taking the cost of the garages out of the project. 
  • This reduced project scope is contingent upon either a private sector partner and/or the Commonwealth guaranteeing and backing the cost of the parking garages or other alternative financing options that require no local tax funding support, as well as the realization of funding through the Transportation Infrastructure Finance and Innovation Act (TIFIA).  If Loudoun is successful in these efforts, the costs will be removed from the project. If not, they remain a project cost shared by all parties.  
  • The Metropolitan Washington Airports Authority (MWAA) accepts the amended compromise proposal, including the above-ground station; and that Fairfax County and the Commonwealth of Virginia accept the amended compromise proposal.  
  • MWAA donates the land for the parking garage at the Route 606 station. 
  • The Washington Metropolitan Area Transit Authority (WMATA) considers reducing their standards for parking garages at Metro stations and considers alternate parking fees for the garages in Loudoun County.  

The Board also re-affirmed its earlier rejection of the offer by MWAA to maintain an underground station by financing the differential for only Loudoun and Fairfax Counties, but not reducing the burden on Dulles Toll Road users. Also, the Board made it clear that Loudoun County still has the 90-day window to ?opt-out? of the project, if desired, once the milestone known as 100 Percent Preliminary Engineering is reached.   
 
Board of Supervisors Chairman Scott K. York says he will relay the position of the Loudoun County Board of Supervisors to Secretary LaHood and the other funding partners at the next meeting on Wednesday, July 20.

10 Reasons Why Loudoun County Will Get Metrorail

From the Ashburn Patch...

Controversy over the location of a proposed Metrorail station at Dulles Airport has raised the possibility that the extension of the Silver Line to Dulles Airport and into Loudoun County might be scrapped altogether.

Over the past few weeks, the discussion among local, regional and federal officials has broadened in focus, from the location of the rail station to the need to reduce the overall cost of the project.

Loudoun County Board of Supervisors Chairman Scott K. York, among others, has raised the possibility that Loudoun County might withdraw its support from the project if costs to Loudoun taxpayers and toll road users are not reduced. This would certainly kill the extension of Metrorail into Loudoun County, and perhaps the extension of the Silver Line to Dulles.

I doubt that it will come to that. Here are 10 reasons why I believe Loudoun will eventually get the Silver Line.

Route 7 Now Open

The Loudoun County Sheriffs office reports that Route 7 westbound just east of Route 9 is NOW OPEN. Traffic is reportedly moving slowly at this time.

VDOT Closes Bridge on Airmont Road (Route 719)

Earlier today the Virginia Department of Transportation (VDOT) closed the bridge carrying Airmont Road (Route 719) over Butcher’s Creek in Loudoun County after discovering severe erosion on the bridge’s structural steel beams during an annual inspection conducted earlier this week.

VDOT estimates that the bridge will re-open in early September.

“Fortunately, we already had plans to begin repairs on this bridge next month,” said VDOT bridge engineer Nicholas Roper. “The bridge closure was originally scheduled to close on August 1 but our inspection revealed that deterioration is to the point where the bridge had to be closed immediately.”

The bridge is classified as structurally deficient and has a weight restriction of eight tons. Structurally deficient means there are elements of the bridge that need to be monitored and/or repaired. The fact that a bridge is deficient does not mean it is likely to collapse or that it is unsafe. It means that it must be monitored, inspected and maintained.

Rehabilitation will require closing Airmont Road to through traffic between Snickersville Turnpike and Ebeneezer Church Road (Route 779). The detour route for north-south traffic is Ebeneezer Church Road and Yellow Schoolhouse Road (Route 831). Detour signs have been posted.

The rehabilitation consists of replacing the existing superstructure with one that is virtually identical. Aesthetic enhancements are also being provided in the form of rusticated guardrail and an application of stain to the concrete below the deck.

The bridge carries about 855 vehicles per day and is located about 0.35 mi. south of Snickersville Turnpike. Federal stimulus funds are paying for the $580,000 project.

Route 7 Accident at NoVa Community College Critically Injures Campus Police Officer

According to the Leesburg Today website, a Northern Virginia Community College police officer is in critical condition after being struck while attempting to answer a fire alarm call this afternoon in Sterling.

The officer, who has not been identified pending family notification, was responding to a call in Signal Hill Plaza, where the college owns property. He was turning left onto eastbound Rt. 7 from the NVCC Sterling campus when he was struck on the driver side door by a minivan traveling westbound. It is not immediately clear whether the minivan had a green light.

While a helicopter was initially called to the scene, it was canceled and the officer was transported by ground to the trauma center at Inova Fairfax Hospital. Details about his condition are not known.

The westbound lanes of traffic on Rt. 7 are closed as the Virginia State Police works the investigation with the Loudoun County Sheriffs Office working on the traffic control.

vehicle crash with a reported fuel leak. Emerygency crews are

Chantilly Man Loses Life in Route 50 Bicycle Crash Last Week

A Chantilly man lost his life last Wednesday night after he was struck by a vehicle while riding his bicycle in the area of Route 50 and Tall Cedars Parkway.   
 
Around 11:40 p.m. on July 6, Loudoun Sheriffs Deputies responded to the area of Route 50 at Tall Cedars Parkway after several callers reported an adult male riding a bicycle on Route 50 in the westbound travel lanes.  A deputy arrived on scene and learned that the bicyclist had been struck by a vehicle. It was reported that several vehicles attempted to swerve to avoid the bicyclist. One vehicle, a 2005 Cadillac driven by a 23-year-old from Centreville, was behind one of the swerving vehicles, and struck the bicyclist.   
 
The victim, Charles William Blackford, 29, was transported to Fair Oaks Hospital where he lost his life.   
 
The bicycle was not equipped with a white lamp on the front and a red lamp on the rear as is required to operate on a highway at nighttime.

Algonkian Parkway Now Open

Algonkian Parkway at the Fairfax/Loudoun County line is NOW OPEN. The roadway had been closed since just after 7 a.m. this morning due to a vehicle crash that downed utility lines in Fairfax County.

Breaking News... Phase Two of the Silver Line Metrorail Project

Board Approves Fees for Public Use of Electric Vehicle Charging Stations

The Loudoun County Board of Supervisors has approved a fee policy for the county?s Electric Vehicle Charging Stations that will be located a new county park and ride facility later this year.   
 
For the first year of operation, the use of the stations will be provided as a service to the general public for a fee of $1.44 per session, based on the average cost of electricity for a single full battery charge. The Board will re-evaluate the program after one year of operation to determine the usage rate and maintenance costs associated with each station.   
 
Five charging stations will be located at the new Harmony Park and Ride facility at Scott Jenkins Memorial Park in Hamilton. They will be among the first in the area available to the public. The county?s purchase and installation of the charging stations is part of a wide range of energy conservation projects and programs that Loudoun is implementing through the federal Energy Efficiency and Conservation Block Grant (EECBG) program. 
 
Also as part of the EECBG program, the county is installing 24 energy-efficient LED light fixtures with solar arrays at the Harmony Park and Ride lot.

An Open Letter from Potomac District Supervisor Andrea McGimsey

Supervisor Seeks Support for the Traffic Funnel Analysis‏

Dear neighbor:

Last year, many of you provided me with feedback on the Countywide Transportation Plan (CTP), and I have heard from many citizens and businesses about the transportation challenges in Loudoun County.  Before the end of this Board’s term, we have some important work left to do about how traffic will flow around the airport and the river.  Please read* the proposal and send me your feedback; I also hope you will seriously consider speaking to the Board directly at a public input session.

The approved CTP identified several near-term, intermediate, and long-term projects for the Route 28, Route 7, and Greenway corridors, among others.  These corridors have experienced the largest growth in population in the county over the last ten years, putting a noticeable daily strain on our roads.  Moreover, two significant geographical barriers exist to travel by automobile and other transportation modes in Loudoun County: Washington Dulles International Airport and the Potomac River.  These geographical barriers cause traffic to funnel on to a finite number of planned and built east /west roads that connect to Route 28: Route 50, Route 606, the expensive Greenway, Waxpool/Church Road, Route 7, and the planned Gloucester Parkway connection to the Nokes Boulevard interchange on Route 28.

As you can see in the Revised 2030 CTP map (page 24), even if the planned road network is built out, we will still face failing levels of service on most of these roads in 2030.  I want to make sure the county is doing everything we can to alleviate traffic, which is why I am introducing this item at the June 21st, 2011 Board Business Meeting.  If we perform the proposed analysis and come up with a prioritized list of proposed improvements, it will empower the county and state to tackle our traffic problems in this key area of the county in a rigorous, substantive way.

The item requests staff to perform a traffic analysis of the planned and built transportation network in the area between the river and the airport, to include the Greenway, Route 606, Waxpool / Church Road, Gloucester / Nokes Boulevard, and Route 7, between Belmont Ridge Road and Atlantic Boulevard.  The county would also prepare a list of transportation priorities that will help us make strategic decisions when considering future land use developments and funding of multi-modal transportation infrastructure.

The reasons to perform this analysis are many.  The area between the airport and the river harbors Loudoun’s largest businesses, including Raytheon, Verizon, Aol., and Orbital, and many smaller companies.  It includes the planned mixed-use communities of Moorefield Station, Loudoun Station, Kincora, and One Loudoun.  This area is also the major access throughway to the rest of the DC metropolitan area for the communities in Ashburn, Dulles North, Leesburg, some of Dulles South, and much of western Loudoun.  This area, where so much of the traffic from the county funnels to a finite set of east/west roads, is at the heart of Loudoun’s economic development and population growth.

Traffic affects all of us, which is why I need your help in making sure the county puts the focus back on transportation with this item.  There are several ways you can get involved with this effort.  Below is a list of dates for the remaining public input sessions before the Board takes it annual August recess.  These sessions are a great opportunity to speak directly to all nine members of the Board and voice your concerns about the traffic in Loudoun County.  Come share your stories, opinions on the item, and potential actions/solutions.

**The Board has public input sessions on the first and third Monday of the month at 7 PM, except during the month of August.  These sessions are a great time to come and speak to the Board about anything on your mind, especially if you are not able to come to other planned public meetings or if you want to speak on an item up for vote at the Board business meeting the next day.  Directions to the Government Center are available online.
