Loudoun County officials have announced phased lane closures and flagging operations for the Route 7 (Harry Byrd Highway) and Route 659 (Belmont Ridge Road) interchange project to begin on Friday, Oct. 30.
The lane closures are required as clearing operations for the interchange construction begin and barriers are set. The lane closures will occur throughout November in phases:
The Phase 2 traffic shift on Route 659 north of Route 7 will be in place for approximately 18 months to facilitate the interchange bridge construction. The lanes will remain open during this period in a shifted configuration.
Motorists are advised to watch for flaggers, signage and lane closures throughout November as the work is weather dependent. The work will occur during non-peak travel times – from 9 a.m. to 3:30 p.m. Loudoun County and the project team ask for your patience and attention to safety during the construction.

- Phase 1: Beginning Oct. 30, and for approximately one week, flagging operations will be in effect along Route 659 south of Route 7 to divert traffic for single lane use of the northbound lane during non-peak travel times. Additionally, the turn lane from eastbound Route 7 to southbound Route 659 will be closed during the period of flagging operations, however, motorists will be able to make the turn from the through travel lane.
- Phase 2: Beginning in early November and for approximately one week, there will be various temporary lane shifts to allow for striping of the southbound lanes on Route 659 north of Route 7. The southbound Route 659 right turn lane onto westbound Route 7 will then be closed temporarily to allow for barriers to be set. Motorists will be able to make the turn from the through travel lane.
