Wolf’s bill would cut the size of the board from 13 members to nine, with six of them appointed by the governor of Virginia. Maryland, the District and the federal government would appoint one member apiece.
Even if it passed the House, the legislation stands little chance of becoming law, given the opposition of Maryland and the District. But the measure is a clear sign that Virginia officials have grown frustrated with what Wolf calls a “chaotic, dysfunctional” board.
